The truck will slow down naturally if you let your accelerator. However if it braking hard, then check if do not have combined pedal turned on? That mean, than accelerator and brake are in one pedal, braking when fully released, accelerating when fully pressed. You can check it in control setting, if brake/accelerator are pressed when idle, or not. Well alt tab works when something else is open but suddenly windows become terribly laggy when alt tabed. This setting is in the controller settings at the bottom where it says "Eye-Tracking". Uncheck it and you should be good to go. Most likely these tracking softwares enabled TrackIR in the game. I think there should be a setting in the gameplay options to turn it off.
